Dr. T. R. Lin has over 32 years of professional public HR experience in California merit school districts. T.R. started his career as a Personnel Examiner and became the Assistant Personnel Director, Selection with the Personnel Commission of Los Angeles USD; moved on as the Personnel Director and Assistant Superintendent, HR of Bassett USD in Los Angeles County; then served as the HR Director of Desert Sands USD in Riverside County; and retired as the Director, Classified Personnel for La Mesa-Spring Valley SD in San Diego County.

T.R. received his MS and PhD degrees in the field of Industrial and Organizational Psychology from the Industrial and Labor Relations School at Cornell University. Over the years, T.R. has done over 80 published articles, presentations and/or workshops. One of his scientific field researches formed the empirical basis for a change to Ed Code section 45273 which now allows a single member to conduct a highly structured oral examination.

T.R. has been active in several professional HR organizations including IPMA-HR, CSPCA, ACSA and CASBO and their regional organizations, and is a past president of three other professional HR testing organizations: PTC/SC, WRIPAC, and IPAC. In addition, T.R has served as the President and member of the CODESP board for ten years, Training Director of CSPCA for six years, and become a standing member on our CSPCA conference committee by default due to his continuous sponsor coordination work for the last nine years.

T.R. is the recipient of the Duane Eppele Award from PCASD in 2013, Joyner-Snipes Award of Excellence from CSPCA in 2014, Stephen E. Bemis Memorial Award of Excellence in Personnel Management from IPAC in 2016 and Honorary Life Member Award in 2017 from CSPCA.

Dr. Lin is now serving as a volunteer CSPCA Board of Retirees Director.
