Michael Willihnganz is currently the Director of Administrative Services for the Placer County Water Agency (PCWA), a water and power utility located in Auburn, California.  In this capacity, he oversees a variety of programs including human resources, payroll, information technology, risk management, safety, security, multimedia services, and legislative affairs.  Prior to joining PCWA, he served as the Director of Human Resources for the California Public Employees Retirement System (CalPERS) and the Assistant Director of Human Resources for the County of Napa.  Additionally, Michael has held executive-level positions with CPS HR Consulting and the California State Personnel Board.  He has been a frequent author, seminar leader, and speaker on a wide variety of human resources, leadership, and management topics.  Michael’s educational background consists of a Master of Arts degree in human resources, a Master of Arts degree in industrial/organizational psychology, and a PhD. in industrial/organizational psychology.
